Originally constructed in 1986 and expanded in 2005, the facility is being modernized to enhance mission readiness, safety, and operational efficiency. The project introduces significant upgrades across all major building systems including architectural, structural, mechanical, electrical, plumbing, fire protection.
Key improvements include a high-efficiency HVAC system with new boilers, chillers, and air handling units; upgraded electrical distribution and LED lighting; new communications and life-safety systems; and complete interior refinishing of the COF spaces.

In 1944 the Manhattan Engineer District began using the site to store radioactive residues that resulted from the processing of uranium ores during the development of the atomic bomb. In 1982 the U.S. Department of Energy (DOE) began cleanup and consolidation of the radioactive wastes and residues in an earthen containment cell constructed on the property known as the Interim Waste Containment Structure (IWCS). Armitage is responsible for operating and maintaining the site.
